all companies fudge a little.
ATT gets fined 500 million for running/muxing voice with a little data and calling it voip information services to avoid taxes, MCI Worldcom ran voice over the border into Canada and back to avoid the taxes saying it was international traffic,,, and now some cable companies are blocking the ip ports used for voip if customers don't order (their) voip service, even though the customer was already using Vonage voip service.
The fact we are behind in highspeed connections is becouse the FCC refused to cut the baby bells loose from heavy regulations for so long, and the cable companies didn't have any competition... So for now the bells buy other smaller companies, ATT/MCI as examples.. The fact is, the baby bells have the money and know how to hook us all up on 18 meg connections today over the same copper we get dsl on, but with the possibility of having to lease circuits and equipment at wholesale for so long, why wouldn't they hesitate to make the investment on neighborhood dslams to get everyone within the 5000 foot maximum needed,(they aint cheap)... They have competition now from the cable companies and voip companies. At this point and time if companies can't survive without a forced handout from the baby bells let them die,. The FCC and the appeals court in Virginia have almost done that during 2004, so in the next 3 or 4 years we will see a difference, at least 80% of us will get that 18 meg..but to answer the question, WHY,,, becouse the FCC was holding a thumb on the baby bells for so long untill finally the courts disagreed with the FCC rules last year and forced some changes, and just now are the bells getting their dispatch plans in order. That's why it will take another 4 years before we catch up..
