I don't know about the point you were getting at though.

If the private sector doesn't want to do it then why not have government do it. Based purely on need here, do you have any idea how much say local municipality needs broadband. It's well worth it purely for them to invest in to save the tax payer money in the longrun. If tax payers want to use the pipe to an ISP why not let them?

Now private business benifits, tax payers benifit and government benifits. It's win win.
