Municipal Taxes don't go to schools do they?
Here where I live they don't. A tax is collected for schools and a tax is collected for the municipality. The rest of the money comes from the provicial government with trickle down from the fedral governments through transfer payments.

If you school taxes are going into the general coffers of the municipality then I'd do something about that pronto!

On another note: Doesn't it make more sense to invest in communications for a city instead of paying a private corporations. It would seem to me that wireless costs to set up may be high one year but the return on investment would be enormous in only 5 short years. That's just seems logical to me.

Also distance learning is becoming more and more popular. It actually allow childeren to learn in setting that is more comfortable for them and they learn at thier own pace. Some may like the one size fits all classroom setting but what of all the kids that don't learn that way?
