I think the issue is misguided priorities
In Philadelphia, and Pennsylvania in general, the priorities of where the tax dollars should go are really skewed. They'll spend millions or billions on wireless networks and new stadiums and arenas while the schools go bankrupt and the highways that do not even drain properly (even the Roman empire in the days of Caesar could do that) fall apart and do not grow with the population. It's the only state I know of where none of the lottery money goes to improve the schools.

And how about that convention center, less than 10 years old, yet no one will book it because the unions are so corrupt no one will do business with them.

Philadelphia needs to get its BASIC infrastructure in order first before it can worry about becoming the business and tourist friendly city it wants to become.
