- The duality of the carriers, ie. utility/for profit business,

is something that needs to go. Any company handed a monopoly by the government should never be allowed to base decisions on the effect in the value of their stock. Either drop all regulations and make them go head to head in a competitive market or go back to the idea of a utility as it was when they were formed.
When utilities came to be, they were trustees of the infrastructures they built for the rate payers. They existed to guarantee services for the rate payers. They were guaranteed a profit based on costs(terrible bases) and stockholders invested because it was a safe investment(not hoping the stock would double). This is one reason they cry for protection, because they never learned how to compete for their survival.
While I think the concept of utilities is a terrible idea, from an economic standpoint, it can be justified from the social standpoint - providing necessities. But the animal we have created today is not good from any standpoint. Unless you are a lawmaker looking for lots of campaign assistance.
