It's not about the consumer
The consumer is but a small fish, well maybe a medium sized fish. What the baby bells want are the enterprise customers, and the IXC's are the one's that have them.

The big loser in this is going to be Wil-Tel, since SBC uses their fiber for their existing LD service.
