POTS LINE IS ONLY 64K
A POTS line is ONLY 64K. So most DSL lines you can do it on but what's the POINT of doing on DSL? You have to have a POTS line to have DSL. On cable it (at least comcast) you have 384K up and 4MB down. That is plenty fast enough to to do VOIP.

As far as DSL is concerned the biggest issue is
the card at the head-end and the WIRING in your house that needs to be addressed. If you have crappy wiring from 1950 then you may need to run some CAT5 through out your house, but gee then you won't have to worry about someone WAR DRIVING because you're too stupid to setup your WEP encryption correctly.

I am not saying you're too stupid. I was referring to the average user that either doesn't care or is too damn lazy to move in to the 21st century and keep up with the times.
