The chip with the identifying information would be placed in a document, such as the State Department-issued border crossing cards for those who regularly make short trips across the Mexican border.

The chip is attached to an antenna that transmits a signal to a hand-held or stationary reader, which converts the radio waves from the identification tag into a code that links to identifying biometrical information in a computer database read by border agents.

This could speed up the border crossing for the legal folks. However the bad guys can waltz across the border anywhere undetected. (I am not slamming any group here.) Over 1 1/2 million undocumented Mexicans a year in Texas, Arizona and Navada have proven how easy it is to cross the borders illegally undetected.
