they should not break out the fee
The main reason the Bells break out the fees separately, is so that they can advertise a lower rate than in fact it really was. They'd say that phone service cost $19.99 a month (or whatever), without mantioning that they were tacking on $5-$10 in additional fees to recover various government fees/taxes. That is what has always made me mad about my traditional phone services. Not the fees themselves (everbody knows that companies have to pay taxes and fees, etc) but the sneakiness of their advertising practices.

I am a Vonage customer, and when I signed up, I was told the rate for $19.99 (it has dropped since) and they were adding a single flat $1 fee for government related fees. Same practice of breaking out the fee (although only one fee, and a small fee) but at least they were very very upfront about it. I did not have to find out about them after receiving my first bill like I did with Verizon.
