Why is This a Surprise/News?
This same "tax" has been argued about for both cell and landline providers. It would, for all intents and purposes, appear to be a "non-tax" added on by the provider to offset their own cost of doing business.

While some folks might like VoIP, I've been using chat services with video for free for years for personal calls. Sure I still pay these mystery fees for the DSL connection, but why pay it twice when you can do it over AIM or YM for nothing? With DSL, the direct audio connection is as good as a phone (and better than a cordless phone). While the video is nice, but not necessary for personal calls, it is choppy.

And finally, guess what? If it's out there and someone can find a way to make an extra buck or charge more, they will. Just pure and simple greed.
