It costs about the same to run one fiber optic cable as it does to run 500 (mostly labor costs). If you can have 500 "dark" fibers, then WHY NOT light them up and use them separately for voice and data?

Latency problems could stem from something as simple as the netmask. Our engineers have found that making the netmask as restrictive as possible, speeds up the network for VoIP (spanning tree algorithm delays - the most unmasked IP addresses, the more searching that goes on, and delays occur in VoIP). 255.255.255.128 is acceptable, but 255.255.254.0 is not.

Heck, making separate networks for data (network appliances), and voice, and "web" makes even more sense. Of course you can virtualize these things (I'm not a network engineer . . .), so separate networks may just be a configuration on a router, and not separate wires and routers.
