Your article is really good BECAUSE it points out that it is not a question of "technique" it is a question of perception : perception from the NETWORK GUYS THAT WILL LOSE THEIR JOBS if YOU DO THE BEST IP NETWORK : simple, ultra-huge, routing only IPv6 Network where you put ALL THE INTELLIGENCE IN THE EDGE.
You want a new "call" service : download a Soft
Components to your SkypePhone
You need security to a server : parameter a INDIVISUAL FIREWALL that monitors security.
You want mobility : use Mobile IPv6 to have E2E Mobility.

That is always the problem with telcosystem : the "QoS Utopia" is presented as the solution BUT it is the PROBLEM.
The only simple way to garantee Latency in IP is to simply PREVENT IT TO HAPPEN BY OVERPROVISINNING : Buy GigE Switches and DO REAL PACKET-BASED VOICE (aka Voice activated) and you will never get f***ed by QoS ; if Skype can do it on a scrappy net as Internet dont be afraid for your intranet !!

Remember the mantra : OVERPROVISIONNING a STUPID NETWORK IS ALWAYS LESS EXPENSIVE THAT MAKING THE NETWORK SMART. This will be the testament of Internet !!
