That is always the problem with telcosystem : the "QoS Utopia" is presented as the solution BUT it is the PROBLEM.
The only simple way to garantee Latency in IP is to simply PREVENT IT TO HAPPEN BY OVERPROVISINNING : Buy GigE Switches and DO REAL PACKET-BASED VOICE (aka Voice activated) and you will never get f***ed by QoS ; if Skype can do it on a scrappy net as Internet dont be afraid for your intranet !!
