in part to activities of local carriers. In this country, rulings from the FCC are actually making it harder for local carriers. The one rule coming to mind is the ending of wholesale pricing to local carriers by the Bell's.

The major carriers developed their infrastructure in a non-competitive market with gauranteed existence as utilities. Now they want to act like they "earned" their position. They want the protection of the government plus be able to act as a commercial entity engaged in normal market environments.

The fact is the infrastructure, developed under utility and legal monopolistic behavior, was to be owned by rate payers with the utilities being a trustee of the infrastructure. This was done for the benefit of the rate payers and not so these utilities could get rich from the services they provide.

Since these infrastructures were "given" to the utilities for benefit of rate payers, the decisions of the FCC and the utilities themselves should be based on the idea that the utilities are fiduciaries and not competitive entities. They should be required to provide the use of the infrastructures at wholesale prices so as to benefit those that were the reason for their existence.

If they don't want to live by the rules that brought them here, then cut out all government protection and force them to survive in a competitive market like everyone else. These utilities could never make it in the real world. They need to be put back in the position in which they were brought forth.

Our cuurent practices are only going to throw us further and further behind in this race to connect the world to the Internet.
