A different idea
Google has an almost insatiable need for CPU horsepower. I've heard them complain about how much it costs to run thousands of Linux boxes at one site. Maybe this project is to create their OWN PRIVATE network to be able to spread their computing resources around the country - taking advantage of cheaper electricity or real estate prices (and making their infrastructure redundant over the entire country. Once they have built their network, they would be able to "rent" out CPU and storage to major players OR to their own customers (possibly through Gmail). Sounds a tad risky, but it could deliver large rewards.
