Tags on merchandise is NOT RFID
These tags on merchandise in store are for theft prevention. The tag on a shirt or pants or anything for that matter are just so you don't remove these items from the store without the store deactivating them.

RFIS is a bit more advanced technology that contains a uniquely identifiable serial number, not only identifing the product (i.e. shirt) but which one of the batch (i.e. shirt 188654).

The privacy part relates to the item if it is not removed when purchased. Lets say that the store records the shirt number along with your credit card number when you purchase it, so therefore they can tie your name to that exact shirt. Then lets say you wear that shirt back into the store at a later time. In theory, with a reader, they could identify you by name by your shirt.

Because of these privacy concerns, retailers have stopped using RFID on merchandise you purchase, at least for now.
