There will be NO TRACKING at all! When you take cash out of your account (at an ATM), the transaction tax will be applied THEN. "Fairness" issues aside, the ORIGINATOR of the transaction is taxed - thus negating the need for ANY tracking/paperwork. Merchants need not fill out forms to the government - nor any consumers. A side benefit is that NO ONE can break the law and be considered a "tax cheat" (only the banking institutions could possibly do that). No more IRS - no more filing taxes! The government would NOT know how much you make - but would know how much you spend.

Cash hoarding may become an issue, as putting cash INTO a bank account that would charge you tax to take it out, isn't too palatable. Hoarding of cash could be made illegal, and its problematic that holding much cash leads to crime against cash holders.
