The Bogus 911 / rural arguement.
I can't speak about every place in the country but I can speak of my own situation. In my county, the sheriff and local city police, as wel as fire and rescue have a dispatcher on duty at all times 24/7. Regardless of their needing to answer a phone or not, they must be there to handle the radio traffic. So how much "extra" does it cost to have a phone for them to answer? Not much and it certainly doesn't require extra staffing.

Rural phone and internet service? I have had a phone for decades and it has more than paid for it's installation. I also have a DSL line that required exactlly ZERO tax dollars. Believe it or not the ISP is making a good buck at $40 a month. So much so they are beating the bushes to sign up more customers. (Imagine that, a company doing it to make a buck instead of some government agency wasting money.)

From what I can see, the 911 and rural phone/ISP service is little more than a handy scare tactic being used by both the Telco's to force regulation on VoIP, and by the political animals to get their hands on more dollars.

The fact is the fastest way to set a fire under a political animal is to tell them their tax base is going away and they can't impose it on something. It makes them turn all red in the face and say/do stupid things.
