If states and municipalities want to fund such services as 911, they should be forthright and tax their citizens directly to pay for it. They shouldn't try to 'bury' the taxes in hidden or obscure fees tacked onto other services.

It's not a company's responsibility to fund the 911 service; it's the government's. They should at least be honest about instead of trying to make someone else look greedy for charging more.
