Why are the cities wasting their time with optical?
Why dont they just install wireless around the town? Its not that expensive, doesnt require any digging and you can hire an outside company to do it quickly. Just setup repeaters on towers till you get to the tower with the internet connection pipe. With wireless b or G you can get the speed or faster of a "cabled" ISP. You could even do microwave, but i think thats more expensive for the end user.
