I too have seen it up close it was good idea
Just depends on how it was done.

I have seen public fibre implemented and it allowed for greater competition in the private market. When something is private such as fibre then any ISP can use it. Fibre to your house is kind of useless if it doesn't connect to anything. That's how it is where I live. You need a provider on that at the other end. You can actually choose from any provider out there to do it for you and the pipe is in place to use. You do pay a toll(tax) to use the pipe but that's a minor cost. You can use the pipe for what ever you want. It can be used to connnect to the internet or to connect two business locations for video conferncing. A small ISP could connect to a larger ISP and use it to provide wireless internet to rural locations that the large ISP doesn't want to tackle.

It's a very smart idea. Not sure what happened where you descibed but it sounds like either very stupid government, very stupid business, or both.
