Seen it up close and it's a bad idea!
A small town not to far from where I live was doing the same thing, installing their own broadband network. All well and good right? Not really. Another ISP wanted to expand and put in a competing system that had a lower price to the end users.

Now who did the ISP have to get permission and permits from to do it? Why the town of course. Care to guess what happened? Yup, permission turned into a four month debate in the city council where it was turned down repeatedly, until the ISP sued them. The town grudgingly approved it but, every time they needed a permit to string wire on any city property it took weeks.

The end result was they sued the city and the state sided with them and said the town was using it's position of authority to block competition (which everyone knew) and forced them to sell the existing system to the highest bidder and barred them from owning such a system again.
