Fair is fair
If cities and states are going to regulate broadband providers, it isn't proper for them to also compete against those same companies (you know, the old "conflict of interest" thing). If municipalities want to provide broadband services, fine; but remove the regulations on competing companies so that everyone is on a level playing field.

As so many keep pointing out, everyone should "play fair".
