The Universal Speed Limit
A laser beam communication system is NO FASTER THEN radio-wave communication - They both propogate at the speed of light. The need for precise alignment of laser communication makes it more difficult to work with than typical "radio" antennas. All-in-all, laser communication through any medium OTHER THAN fiber-optic, is problematic.

The laser beam itself would NOT be disrupted from solar flares - but the positioning systems of the laser would be.

Since we are about 1/2 light-hour away from Mars, it would still take an hour for a round-trip message, regardless of the communication medium.
