Seems to be fiber.
Atleast what I gathered from the article's hints.

Researchers used optical and Ethernet switching equipment...

...National LambdaRail project, who are building their own fiber backbone...

Also, it is most likely fiber w/ such a high bandwidth capacity. A radio, impossible at such distances and bandwidth (unless you fry everything in between) and that would be one large bundle of copper wires.
