I see it as a competitive technology.
Look at it this way, the electric companies WANT to get into more than just providing electricity. After all, once they cover all the homes/businesses in a certain area they can't grow at all. This provides them with an additional revenue stream. Also consider their cost is very low as they don't need to string wires, they are already in place. (Compared to DSL or Cable)

My take on it is they need to roll it out at a much higher speed than you can get from DSL (or cable) and then price it to be competitive with them. Should make it very interesting.
