Not a good idea
When we go to a movie, we have to hire a baby sitter. We leave our cell phone number for emergencies. At the theater, I switch my phone to "vibrate" mode, so it doesn't disturb others if it rings. It has never rung, but I would step outside before talking.

It is for emergency situations that they should be allowed. I have never been at a movie where somebody talked (on their cell) through the picture, but that person can be removed.
