I would love to see that here in the states! So long as the ability to make 911 calls is not inhibited, there is no reason for people to have cell phones on 24/7. As mentioned before, if a doctor is on call, then a beeper works just fine on vibrate mode. Get up, walk into the hallway and make the call.
His job is accomplished and the rest of us are not disturbed while trying to enjoy something we paid for.
