You are correct, but ...
it should still be the responsibility of the telco to filter/monitor this incoming data. And they should not be offering this service on standard business lines that have no legitimate use for it. Actually there is a proposal for a federal law that would REQUIRE all businesses to use a VALID CALLERID identification with every phone call. I think that effort should be supported.

And you are also correct about 911. The telcos have always had something called ANI or automatic number identification, which has never been passed on to the end user. This service is more reliable than CALLERID and the telcos use it internally and for critical services such as 911. CALLERID is the consumer adaption and functions alongside ANI, but the two can be providing different information simultaneously. To be effective though, CALLERID needs to be kept honest and the key to that is responsible administration by the telcos. The potential for fraud is just to great in light of the fact the telcos have advertised this feature as a surefire way to tell who is calling.
