PABX's have been able to do this forever.

When a call originates from a PABX ("company switchboard"), the PABX generates the Caller-ID information. An accidentally (or deliberately!) mis-programmed PABX has always been able to generate bogus Caller-ID information.

(We know this through personal experience; we were getting automated calls that the Caller-ID info claimed came from an unassigned line at a CLEC; after much research, we found that the calls were originating at a certain company's mis-programmed PABX.)

It's no surprise that someone has decided to exploit this commercially to make a buck; after all, it's the American way to toss ethics out the window if there's a buck to be made.

By the way: To the poster concerned about 911: That uses a different mechanism than Caller-ID. So does inbound tollfree (800, etc.) dialing.
