Not a big surprise ...
there is no technology out there that can't be defeated and there never will be. Those people who insist on trying to find a secure technology are simply wasting their money. However, some technologies, mainly those that assume the worst about people and their ethics (or rather lack of), and still manage to avoid gestapo type approachs, will be more successful than others. Those that are laid back AND those that are viscious will fail miserably.

In a practical sense, this will greatly devalue caller ID if the telcos do not fix it and fast. The telco switch should control what is displayed on the recipient's caller ID and not the call originator. This is very likely some feature built in by the telcos for marketing purposes ie. a security hole that is there by design. Sort of reminds one of the characteristics of a certain popular OS, no?
