Everything has the potential to be abused. Similar things were said about the Patriot Act, it can be abused. But long before the Patriot Act an American President actually rounded up American citizens and put then in camps!
In the rural area that I'm from we can choose from satellite, Hughesnet, mobile broadband from Verizon and others. That's more than three other options for internet, so the lack of choice argument doesn't really work. The service in this article is supposed to be free, and is only one of many choices we still have, almost no matter where you are in the country.
There are real issues in the country to get upset about, this one is a non-issue.
