Just as the roads are...
a means for everybody to move physical goods, so
the Internet is the means to move information,
that is non-material goods. Therefore the Internet
should be financed the same way as the roads are.
We have some toll roads, but they are not very
popular. Most roads and the Interstate Highway
system have been built and are being maintained
by the public. Just as heavy vehicles pay more for
use of the roads, so too why not charge more to
those that transmit heavy amounts of information?
Just as someone who drives 35,000 miles a year
pays more in road tax through fuel purchase, than
someone who only drive 10,000 miles, why not
charge more to those who slurp up lots of video
and other data over their Internet connection than
those who only send some email and read the
news?

In other words, both those who ship information
and those who receive those shipments should
pay, just as it is the case with physical goods. Is
that so hard to figure out?
