Government agencies are to inept to run the internet
I love the idea of setting up a 3rd party and selling access.

However I deal with a lot of county governments and they are some of the dumbest IT departments I have to deal with.

I don't know what the solution is, but last time I checked ATT wasn't strapped for cash, so there current business model seems to work. I think the government should hold them criminally responsible for not providing the services they were supposed to be delivered from the hundreds of billions of dollars in subsidies and tax breaks they have already received. From what I remember they have already received in the area of $200 Billion, 4 times what they say they need here?.
