Except to say that most of your assumptions are simply wrong, or over simplified, or naive.

2) Networks, especially big ones, are not build and forget, they require a lot of management and service to keep running. A one time construction profit won't even cover the OpEx for a year.

2) Bandwidth is easy, throughput is not. And the longer your pipe the more obvious that becomes. Just like a pile of asphalt may be a road a 10 lanes wide and a mile long (lots of bandwidth!), or one lane wide and 10 miles long (As much throughput as you can get for that distance). Oh, and a second car can't leave until the first car gets to the end of the road (TCP/IP). The commodity in short supply is time, 1/Latency to be specific.

3) All the open access Kumbayah-group hug-WiFi in the world isn't a hair on an AT&T's backside when it comes to traffic. OC-768 40GBit/Sec backbones are now being provisioned:
"As of December 2007, AT&T has deployed 50,000 wavelength-miles of OC-768 in its Internet/MPLS backbone network [1]. OC-768 SONET interfaces have been available with short-reach optical interfaces from Cisco since as early as 2006. Infinera made a field trial demonstration data transmission on a live production network involving the service transmission of a 40Gb/s OC-768/STM-256 service over a 1,969 km terrestrial network spanning Europe and the U.S."

These folks are not sitting around rationing bandwidth. They are building at the state of the art. WE are using it faster than they can build it.
