Here we go again .... the dead hand (and brain) of the telecoms sector attempting to cling to the obsolete business model of yesteryear, based upon deriving revenue from allocating scarcity (network capacity). Whatever Cicconi says, we now have a world of absurd abundance ...in the silicon chip, optical fibre and software controlled spectrum. Nobody has yet identified the upper limit of a strand of fiber and as we all know from second grade - the OPEN MARKET value of anything in infinite supply is zip! And that's the rub for us as consumers - the strong and organised lobby of dinosaurs such as AT&T (and they are a global breed of incumbents) are able to resort to the levers of public policy and regulation to ensure the market is NOT 'open and free' and that they can prolong the life of their naturally dead business model. The value and benefit from internet infrastructure - like the roads - should reside with all those that use it - not those that happen to build it. They need a cost-related, once off profit but they should not have the support of governments to hold the traffic to ransom. But fear not - the citizens of the world are breaking lose ... maybe not in the US ... but open access infrastructure, owned and financed independently of any service that uses it, is on the march.
