AT&T did the same back in 1999-2000 down in South America. Ironically, about seven years later then wanted to be back in into the region, so they had to start from scratch because their former network was in their competitors' hands. It's laughable. American business execs do not have the character to understand the region or stay long-term. Their myopic quarter-by-quarter look kills any long-term strategy.
