Universal service is a worthy goal? In the USA it is a birthright
The mantra is that the air is a public commons. There is no privatization opportunity here. We can not have trans national big businesses mucking up the greatest public commons of all history - that is the airwaves in the less than 1 Ghz spectrum. Lets face it, technology in that spectrum obsoletes almost all private mechanisms for doing voice and video. It is also the spectrum most valuable in a post 911 world and it is the spectrum long used for rabbit eared TVs and paid for by tax payers as has been universal service for voice communication. The mantra is powerful - Web 2.0 - its our democracy stupid.
