I'm not expert, but...
If we opened up the full spectrum to everyone, there would be complete chaos. At
first, everyone would try to seek out an empty spot on the spectrum, but as soon as
space ran short, people would simply start broadcasting with more and more power
in an attempt to drown out competing signals, right?

There has to some sort of arrangement that says who will broadcast at what
frequencies and the FCC has been assigned the task of making those
arrangements.

I suppose you are free to broadcast at any frequency you like as long as the signal
doesn't go beyond your property line.
