'Only in america'..... is use of mobile phones illegal
In asia and the middle-east it is already legal and it will become so shortly in europe as well. It's of course optional for the airlines if they want to offer it but competition will most likely force them to do so.

So in theory this will allow all but domestic american air-travellers to be connected while in the air.
