ISPs already charging extra
Some ISPs already charge extra for excess traffic.
Two to five dollars per gig in the following example: http://consumer.telus.com/portalWeb/inlineLink/CP_SCS/Product/Internet/High_Speed/Compare/High_Speed_Plans_and_Prices/

The only downside is that with more P2P being done by individuals, local traffic other than those using P2P may have their connection speed reduced.
