If P2P traffic costs ISPs money, they should simply charge for excess traffic by the gigabyte. Let's say your broadband account costs $40 month now. Change the monthly charge to the higher of $40 or 50 cents per gig. Anyone using 80 gigs or less won't see any difference. Anyone using more will see a difference. The heavy users will pay their fair share.
