So does this imply
that my cable company (Charter) is doing something wrong by blocking incoming traffic on their residential broadband service? I ran a few low bandwidth web and exchange servers on Comcast residential for 7 years with no issues. Then I moved and had to get Charter residential and they blocked incoming traffic to my servers. I was forced to get Charter business class service to allow my servers to run.

BTW, Charter is horrible. Comcast is an absolute Godsend compared to Charter. Guys, it gets a lot worse than Comcast! They were great for me.
