Enforce Traffic Laws
I don't know how many times I have gotten stuck behind someone on a cell phone who things the passing lane is the "phone call lane." One time I ended up passing the person on the right and observed them texting; totally oblivious to the fact they were on a highway with other vehicles.

Another classic is the person so busy talking that they can't be bothered coming to a complete stop at a stop sign or traffic light. Personally I don't see why talking would prevent someone from coming to a full stop as the law requires, there are a lot of people who do not grasp the concept.

Instead of creating new laws, the simple solution is to enforce existing traffic laws. That will make people pay attention to their driving and stay off the phone. Drift through a stop sign/red light: fine. Failure to keep right: fine. Failure to use turn signals: fine. Failure to obey the speed limit: fine. Improper lane change: fine.

Unfortunately, the existing laws are not enforced. The solution? Create new laws (i.e. no cell phone usage). However, I am afraid these new laws will not be enforced either.

Driving is a privilage; not a right. More cars on the roads demand more attention on driving, not distractions like cell phones, TV screens (yup, saw a driver watching one of those too!).
