John, you did pick up on the fact that Congress did make a law and that said law says that no action means the petition is accepted. Which way this one should have gone I'm not sure. However, given the number of AT&T tie-ins, Yahoo, AOL and others, the fact that my parents in the northwest US have a phone company (forget which one) tie in with MSN plus the various cable companies there probably is enough competition out there at this time to put a brake on charges that Verizon might try to impose. Yes, their Fiber Optic system may offer some advantages where it is in place and allow higher prices for that advantage but that is the free market. At the same time other companies are also starting to install fiber optic instead of copper so the long term advantage there won't last forever. Also, while it still has its challenges, mostly weather, satellite broadband is growing and is often the only choice for some rural areas where the wiring and switches are ancient copper and Verizon hasn't yet thought about entering.
