if congress doesn't like it, they should pass a law. they can't legally
just tell the FCC what to do. that would be trespassing on the administative branch of government. and even this court action would be questionable if the FCC rules did not allow it.
Congress needs to keep the courts out of judicial and administrative activities that some judges have taken upon themselves to alter.

btw - i think the tie going to the petitioner is agregious and should not be allowed. on the line should be OUT not GOOD.
