If they are smart about it, they can split the costs with local governments (that means your tax dollars), and make money on the devices bought by you and I.

Infrastructure is not an issue.

If the poorest country in South America can cover an area one an half times Texas in 2 years, with limited resources. This is a no brainer for Google.
