Ok, lets look at just ONE city
Specifically lets look at LA. In the last two years AT&T invested $1.8 Billion in LA just to upgrade their wireless. That is NOT building towers, its not building the pipe to them, its not building the switch gear, it was only a minor upgrade of the wireless itself.

To start from scratch as Google would need to do I would put the number somewhere north of $25 Billion for LA alone, assuming they can get approval to build the towers and install the pipes. (Something most cities are not allowing easily, they don't want more towers.)

I don't think you understand how much money has been invested in cellular infastructure or what it would cost to duplicate it.
