There was a lot of abuse in citizens band in those days but nobody got all bent and started throwing JoeSix pack in jail for buying 100 watt "combat boots". At least no where in the US that I lived.

The FCC had a lot more luck regulating the design construction of the radio units to have good channel rejection, no RF leakage, and strict power standards. Also side band made the spectrum way more usable and even loosely semi-private. The design of beam antenna made putting up with bucket mouths livable. In a nut shell free usage won out. Once again technology won the day just like WPA2 does now.
