Who cares what cellphone app developers think?
Mobile app developers currently fall into two groups: developers of non-cellular-related apps for Palm and Pocket PC, and developers of cellphone-specific apps.

The majority of mobile apps aren't the cellphone-specific ones, they're apps that happen to run on PDAs that come in phone versions. Why? Because developing for cellphones involves all kinds of expense and pain, because you've gotta go through the carriers to get your applications to the public, and the majority of developers simply aren't interested.

If Google opens up cellphones to open source developers, hobbyists, and everyone else who have found the barrier to entry too daunting... then even if every existing cellphone app developer stays away nobody will notice.
